In 2021, Maryland became the second state to guarantee legal representation for income-eligible renters facing eviction who want legal representation. Now, the Governor and state legislature must fund the Access to Counsel in Evictions law to achieve the law’s intent and to reach full implementation by 2025. In January 2022, the Maryland Access to Counsel in Evictions Task Force released its first report to the Governor and Maryland General Assembly, laying out a framework to ensure that no limited-income resident has to face eviction alone. The Task Force, including PJC attorney Charisse Lue, made eight key recommendations in the areas of outreach and education, program design and implementation, program assessment and evaluation, and program funding.
